Rudy Flores holds the title of Real Estate Strategist. He is a Realtor® at Coldwell Banker West and works alongside the Patti & Jeff McKelvey Team. Here, Coronado is broken into areas, from the Village and the Shores to the Cays and Country Club Estates. This page shows how Rudy works within that map.
His first career, about 12 years long, was telecom site acquisition. Each cell site needed a lease and a path through permits with a city or county office, and he worked with more than 100 of those offices. Every site was a specific spot with its own paperwork. Coronado works much the same way, because the area you pick shapes the questions you ask.
Different Areas, Different Paperwork
The ten Coronado Shores towers sit on 32 beachfront acres, and each building’s association has its own budget, reserves, minutes and rules. In the Cays, about four miles south of the Village, the list turns to the dock or slip that conveys, the seawall and who maintains the waterways. In the Village, older homes raise questions about permits for past additions and possible historic status.
Country Club Estates sits next to Naval Air Station North Island, on land that was developed for homes after the old Coronado Country Club closed. There, the checklist covers aircraft activity, remodel quality and permits. Near the base, the Navy’s AICUZ study is the planning tool for fitting flight operations and land use together.
Under all of that, three city layers matter on most lots: the zoning district, the Local Coastal Program and historic resources. Rudy spent his telecom years on questions like these, one site at a time. He can help you work out which layers touch an address and what to ask the Planning & Zoning Division. The city has the last word on any address. Architects, engineers, attorneys and contractors handle the work that needs a license.
How Rudy Works an Area With You
- Tell him how you spend a weekend and what you want from a home. The four-question Home Strategy Quiz works for that, and so does a 15-minute call. Rudy reads each quiz answer himself.
- Narrow the nine areas to two or three, then compare them side by side.
- Pull each area’s papers early: tower association documents in the Shores, dock and seawall details in the Cays, permit history in the Village.
- Selling? Prep follows the area too, from a dock and seawall inspection in the Cays to a tidy permit file in the Village.
- Prop 19 questions on an inherited home go to the county assessor and your attorney or CPA. For financing, talk with your lender.

Questions about working with Rudy
Can Rudy tell me if I can add a unit or remodel?
Only the city can answer that. Coronado regulates ADUs in Municipal Code section 86.56.105, and the Community Development Director decides those permits. Rudy can help you put your idea on one page and plan what to bring to a counter visit.
I’m selling a Cays home. Should I fix the dock first?
That depends on what an inspection finds. A pre-listing inspection of the dock and seawall shows you what a buyer’s inspector would see. Selling as-is keeps the timeline short and lets buyers price in the work. Repairs take time and may need approvals, since work in the coastal zone can carry coastal-permit requirements. Rudy can help you weigh both paths.
Do I have to be ready to buy or sell to talk with Rudy?
No. A 15-minute call can be about one area, one street or one question, with no pressure and no obligation.
